Applying for an Operational Authorization in the "Specific" Category
To apply for an operational authorization using a complete Specific Operations Risk Assessment (SORA), UAS operators must submit the following documents in full:
- Completed and signed application form
- Operations Manual (OM)
- SORA for the planned operation
- Supporting documents and/or compliance evidence confirming the risk assessment (e.g., flight test results, analysis data, etc.)
Application Process
As part of the application process, in addition to the completed and signed application form, a detailed description of the UAS operation is required. This description should follow the elements specified in Step #1 of the SORA methodology. The necessary level of detail is explained in the SORA Guide. Previously, this type of document was also referred to as a Concept of Operations (ConOps). In any case, the description must include all relevant technical, operational, and system-related information necessary for the risk assessment of the planned UAS operation.
Pre-Application Meeting
To support you in the early stages of your application, we offer a Pre-Application Meeting. This is a free, one-hour online meeting between the applicant and an expert from the Drone Competence Center.
This valuable opportunity allows you to clarify specific aspects of the UAS operation, general concerns, or particular questions regarding the SORA process before submitting your application.

Submission of the Application
All required documents, including the application form, must be submitted via email to dronespcae@austrocontrol.at einzubringen. Once received, the applicant will receive a confirmation of receipt, including a reference number. During the review process, all submitted documents will be thoroughly examined by the experts at the Drone Competence Center. The processing time depends on the complexity of the UAS operation, but we strongly recommend submitting the application at least 2 months before the planned start of operations to allow sufficient time for any required modifications or clarifications.
Amendment of an Existing Operator Authorization
If unexpected changes occur after the approval has been granted, it is possible to apply for an update to the authorization. However, the fundamental characteristics of the UAS operation must not change significantly, such as alterations to ground or air risk levels.
The approval period for the updated authorization will be aligned with the original expiration date of the initial authorization.
